Avdagiç, “Enflasyonu düşürürken üretim kapasitemizi korumalıyız”
İstanbul Ticaret Odası’nın (İTO) Ağustos 2026 Meclis Toplantısı, 13 Ağustos Perşembe günü gerçekleştirilirken, toplantının ana gündemini Türkiye ekonomisinin önündeki yeni dönem, üretim kapasitesinin korunması, ihracatın sürdürülebilirliği ve reel sektörün finansmana erişimi oluşturdu.

İTO’dan Ekonomiye Net Mesaj
13 Ağustos 2026 tarihli İTO Ağustos Meclis Toplantısı’ndan çıkan temel mesaj, dezenflasyon sürecinin korunurken üretim, yatırım, ihracat ve istihdamın da hedefli politikalarla desteklenmesi gerektiği yönünde oldu.
Avdagiç’in açıklamaları, eylül ayında güncellenmesi beklenen OVP açısından iş dünyasının önceliklerini de ortaya koyarken, Türkiye ekonomisinin önümüzdeki dönemde “enflasyonu düşürürken üretim gücünü kaybetmeme” hedefiyle hareket etmesi gerektiğine işaret etti.
İTO Yönetim Kurulu Başkanı Şekib Avdagiç, ekonomide dezenflasyon sürecinin kararlılıkla sürdürülmesi gerektiğini belirtirken, aynı zamanda yüksek finansman maliyetlerinin üretim üzerindeki baskısının azaltılmasının önemine dikkat çekti.
Avdagiç’in değerlendirmelerinin merkezinde, eylül ayında güncellenmesi beklenen Orta Vadeli Program’da (OVP) üretimi korumaya yönelik hedefli ve seçici finansman mekanizmalarının geliştirilmesi önerisi yer aldı.
“Türkiye’nin yeni ekonomik politikası, enflasyonu düşürmek ile üretimi korumak arasında bir tercih yapmak arasında sıkışamaz. İkisini aynı anda gerçekleştirecek seçici, hedefli ve etkili araçlar üretmek zorundayız.”
OVP İçin “Hedefli Üretim Koruma Politikası” Önerisi
Avdagiç, yeni OVP’nin yalnızca enflasyonla mücadele perspektifiyle değil, Türkiye’nin üretim gücünü ve ihracat kapasitesini koruyacak bir anlayışla şekillendirilmesi gerektiğini vurguladı.
İTO Başkanı, burada söz konusu olanın genel bir kredi genişlemesi ya da yeniden enflasyon yaratabilecek bir talep artışı olmadığının altını çizerek, üretim, yatırım ve ihracat kapasitesini koruyacak seçici finansman modellerine ihtiyaç bulunduğunu ifade etti.
Bu yaklaşımın, dezenflasyon hedefinden taviz vermeden reel sektörün ihtiyaçlarına cevap verebilecek yeni bir ekonomik denge oluşturması amaçlanıyor.
İş Dünyasından OVP’ye 5 Başlıkta Finansman Önerisi
Avdagiç, yeni dönemde uygulanabilecek finansman politikalarının beş temel başlık üzerinde şekillenmesi gerektiğini belirtti.
1. Üretici ve ihracatçıya uzun vadeli finansman
İhracatçı ve üretici firmaların uzun vadeli, sürdürülebilir ve öngörülebilir finansman kanallarına erişiminin güçlendirilmesi gerektiğini belirten Avdagiç, Eximbank ve benzeri mekanizmaların yalnızca mevcut ihracatçılara değil, ihracat potansiyeli bulunan üreticilere de daha geniş biçimde ulaşması gerektiğini söyledi.
2. Yatırım kredisi ile işletme sermayesi ayrılmalı
Avdagiç’in ikinci önerisi, yatırım kredileri ile işletme sermayesi kredilerinin birbirinden ayrılması oldu.
Teknoloji yatırımı yapan, ihracat kapasitesi oluşturan ve ithal girdiyi azaltan yatırımlar için daha uzun vadeli ve daha uygun maliyetli finansman imkanlarının oluşturulması gerektiğini belirtti.
3. Kur–enflasyon dengesine ihracatçı açısından bakılmalı
İTO Başkanı, ihracatçıların maliyet baskısının giderek arttığına dikkat çekerek, döviz dönüşüm desteğinin daha etkili hale getirilmesi gerektiğini savundu.
Kur ile enflasyon arasındaki farkın ihracatçı üzerindeki maliyet baskısını artıran bir yapıya dönüşmemesi gerektiğini belirten Avdagiç, ihracat rekabetçiliğinin korunmasının önemine işaret etti.
4. Üretim ve istihdam üzerindeki yükler yeniden değerlendirilmeli
Vergi ve sosyal güvenlik yükleri konusunda üretim yapan ve istihdam sağlayan işletmelere yönelik seçici düzenlemelerin gündeme alınması gerektiğini belirten Avdagiç, özellikle yüksek istihdam sağlayan ve ihracat yapan sektörlerde maliyet artışlarının istihdam kaybına dönüşmemesi gerektiğini vurguladı.
5. İthalat politikası sanayi politikasıyla birlikte ele alınmalı
Avdagiç’in beşinci önerisi ise ithalat politikasına ilişkin oldu.
Türkiye’nin üretmediği kritik girdilerde maliyetleri aşağı çekebilecek bir gümrük rejimine ihtiyaç bulunduğunu belirten Avdagiç, yerli üretim kapasitesinin bulunduğu alanlarda ise haksız rekabetin önüne geçilmesi gerektiğini ifade etti.
“Temel Sorun Dezenflasyon Değil, Üretim Kapasitesinin Maliyeti”
İTO Başkanı Avdagiç, sıkı para politikasının enflasyonla mücadelede önemli bir dengeleme sağladığını kabul ederken, bu politikanın reel sektör üzerindeki maliyetinin giderek daha görünür hale geldiğine dikkat çekti.
Yüksek faizlerin işletme sermayesi maliyetlerini artırdığını ve özellikle KOBİ’lerin finansmana erişiminde sorunların devam ettiğini belirten Avdagiç, ekonomik politikanın üretim ayağının güçlendirilmesi gerektiğini söyledi.
Avdagiç’e göre Türkiye açısından kritik mesele, yalnızca dezenflasyonun gerçekleştirilmesi değil, dezenflasyon sürecinin üretim kapasitesi üzerindeki maliyetinin kontrol altında tutulması.
Emek Yoğun Sektörlere Özel Uyarı
Tekstil, hazır giyim, mobilya, metal ve makine gibi emek yoğun sektörlerde yüksek finansman maliyetlerinin firmaların fiyat rekabetini zorlaştırdığını belirten Avdagiç, bu sektörlerde kapasite kaybının önlenmesi gerektiğini söyledi.
“Bu sektörlerde kapasite kaybı yaşanmasına hem bugünümüz hem de yarınımız için izin vermemeliyiz.”
Türkiye’nin ihracat gücünün yalnızca dış talebe değil, içerideki üretim kapasitesine, maliyetlere ve finansman koşullarına da bağlı olduğuna dikkat çeken Avdagiç, üretim tabanının korunmasının stratejik önem taşıdığını vurguladı.
Kısa Vadede Dezenflasyon, Orta ve Uzun Vadede Rekabet Gücü
Avdagiç, Türkiye ekonomisinin önündeki temel denklemin giderek daha belirgin hale geldiğini belirterek, kısa vadede dezenflasyon programının korunması gerektiğini; ancak orta ve uzun vadede üretim kapasitesinin ve ihracat rekabetçiliğinin kaybedilmemesi gerektiğini ifade etti.
İTO Başkanı’nın mesajı, ekonomi politikasında iki hedefin birlikte yürütülmesi gerektiği noktasında yoğunlaştı:
Enflasyonla mücadele ve üretim gücünün korunması.
Avdagiç, Türkiye’nin klasik ekonomik kalıplara sıkışmadan kendi çıkış yolunu oluşturabilecek ekonomik birikime ve kapasiteye sahip olduğunu belirterek, iş dünyasının ekonomik politikalarda atılacak yeni adımların hızlandırılmasına yönelik beklentisini de ortaya koydu.

Avdagic, “We Must Fight Inflation While Protecting Production Capacity”
The August 2026 Assembly Meeting of the Istanbul Chamber of Commerce (ITO) was held on Thursday, August 13, with Türkiye’s economic outlook, the protection of production capacity, sustainable exports and access to finance for the real sector among the main topics on the agenda.
ITO’s Clear Message to Economic Policymakers
The main message emerging from the August 13, 2026 ITO Assembly Meeting was that Türkiye should continue its fight against inflation while simultaneously supporting production, investment, exports and employment through targeted economic policies.
Avdagiç’s remarks also highlighted the expectations of the business community ahead of the anticipated September update to the Medium-Term Program.
The strategic objective can be summarized in one sentence:
Reduce inflation — but do not sacrifice Türkiye’s production capacity and export competitiveness in the process.
ITO Chairman Şekib Avdagiç emphasized that the disinflation process should continue decisively, while also stressing the need to reduce the pressure that high financing costs are placing on production.
At the center of Avdagiç’s remarks was a proposal for the Medium-Term Program (MTP), expected to be updated in September, to introduce targeted and selective financing mechanisms aimed at protecting production.
“Türkiye’s new economic policy cannot be trapped between the choice of reducing inflation and protecting production. We must develop selective, targeted and effective instruments that achieve both simultaneously.”
A “Targeted Production Protection Policy” for the New MTP
Avdagiç stressed that the new MTP should not focus solely on combating inflation, but should also protect Türkiye’s production strength and export capacity.
He emphasized that the proposal does not mean a return to broad-based credit expansion or demand stimulus that could reignite inflation. Instead, he called for selective financing models designed to protect production, investment and export capacity.
The objective is to establish a new economic balance that supports the real sector without compromising the disinflation strategy.
Five Financing Priorities for the Business World
Avdagiç outlined five areas that he believes should form the basis of financing mechanisms under the new economic framework.
1. Long-Term Financing for Producers and Exporters
He called for stronger, sustainable and predictable financing channels for exporting and manufacturing companies.
According to Avdagiç, institutions such as Eximbank should reach not only existing exporters but also manufacturers with export potential.
2. Separate Investment Loans from Working Capital
Avdagiç also proposed separating investment financing from working-capital loans.
He argued that technology investments, projects that create export capacity and investments reducing dependence on imported inputs should have access to longer-term and more affordable financing.
3. A More Effective Exchange Rate Mechanism
Another key issue was the pressure faced by exporters as costs rise.
Avdagiç called for more effective mechanisms to balance the exchange-rate and inflation dynamics, arguing that foreign-exchange conversion support should become more meaningful and help protect export competitiveness.
4. Targeted Support for Production and Employment
Avdagiç also called for selective measures concerning tax and social-security burdens on companies that produce and employ workers.
He particularly emphasized the need to prevent rising costs in employment-intensive and export-oriented sectors from turning into job losses.
5. Import Policy Should Support Industrial Strategy
The fifth proposal concerned import policy.
Avdagiç argued that Türkiye should adopt customs policies that reduce the cost of critical inputs not produced domestically, while preventing unfair competition in sectors where domestic production capacity already exists.
“The Main Problem Is Not Disinflation, but Its Cost to Production Capacity”
Avdagiç acknowledged that tight monetary policy has provided an important balancing effect in the fight against inflation.
However, he warned that the cost of this policy for the real economy is becoming increasingly visible.
High interest rates are increasing working-capital costs, while access to finance remains a significant challenge, particularly for SMEs.
According to Avdagiç, the critical issue for Türkiye is not simply achieving disinflation, but controlling the rising cost of the disinflation process on production capacity.
Warning on Labor-Intensive Industries
Avdagiç also highlighted the pressure faced by labor-intensive sectors such as textiles, ready-to-wear, furniture, metal and machinery.
High financing costs are making it increasingly difficult for companies in these sectors to compete on price, he noted, warning that capacity losses must be prevented.
“We must not allow capacity losses in these sectors, both for our present and our future.”
He stressed that sustainable exports depend not only on external demand, but also on Türkiye’s domestic production capacity, cost structure and financing conditions.
Disinflation in the Short Term, Competitiveness in the Long Term
Avdagiç stated that the economic equation facing Türkiye is becoming increasingly clear.
In the short term, the country must preserve the disinflation process. In the medium and long term, however, Türkiye cannot afford to lose production capacity or export competitiveness.
The central message of his remarks was therefore clear:
Türkiye must fight inflation without weakening its production base.
Avdagiç also underlined that Türkiye has the economic experience and capacity to develop its own path without becoming trapped within conventional economic models.
